It leads some to believe that there will be a response to that input that will have a discernible effect on the end result of the issue being discussed. That is too often not the case though.<br /><br />To be objective about it, consultation simply means to include in the discussion, not necessarily in the resolution.<br /><br />If we want to ensure more than simply consultation, we have to redefine the terms of engagement. Then we can have some hope of having an impact on the final outcome.<br /><br />We have to elect representatives that are themselves committed to engaging the end user not only in the process, but also in the resolution.
