Given that George Street North of the tracks isn't a desirable executive residential enclave, I suspect these residents need an outspoken ally to keep the Town's feet to the fire.<br /><br />It's not easy to fight city hall, and the slickers who run ours have family connections with the conservation authority for extra insurance. Not to suggest any conspiracies here, but it is kind of cosy. Helpful even.<br /><br />I recall a guy years ago on Ontario Street just north of the train tracks whose property flooded regularly, but I don't think his complaints ever got him anywhere.
