One is the ad-hoc formation, "I want a four way stop on my street" and the other is the standing committee type, "We need a Rink" one lasts longer than the other and the importance of each group can be judged by the status of the "Champion" for instance any request led by Bill Patchett or Rod Baker will get more attention from Council than one led by myself or Keith Oliver or Manfred Schumann.
