As it was explained at council, the contingency fund is a precautionary move to provide a bridge between this council and the next, during the lame duck period and the initiation period of the new council. It is NOT money being set aside, only made to be available in the event if some unforeseen crisis manifests during those periods. The fund has an expiry date of Dec 31 2010.

That should smooth your feathers Ben. It might also hint that not everything that council does has an ulterior motive, as you seem to enjoy speculating upon. .. just sayin'

This would be the perfect time for councillors to decide on a pay raise. Since the majority of them are not returning it would be done at a time when those voting would have minimal conflict of interest.
