Normally, some key areas would be set aside from the monetary component so that there are options available for exactly what you have described, Ben. <br /><br />Not sure if the town bothered to do this.<br /><br />After all, they really put the Spoony Brain Trust to work on this, so I am confident (note my sarcasm) that all options have been fully researched, debated and included.
