What are the rules for wheelchairs? I see them on the road , I see them on sidewalks. They have no licence, no horn, no lights and like bicycles are often found going the wrong way against traffic. Who would be responsible if a car were to hit one of these wheelchair riders at night when they are motivating along with no lights?Anonymousnoreply@blogger.com
