All eyes were on this guy last night
Robert Biron, the CAO of the Northumberland Hills Hospital appeared at last night's Council meeting in Cobourg to explain his case. Saying nothing new he just followed his flashy powerpoint presentation and basically said that because we have done what the LHIN has asked the hospital to do - cut costs and redefine core services the hospital can now move forward as good little boys. Like a school monitor seeking the approval of the headmaster Mr Biron now thinks, and he said many times, "We are in a stronger position to deal with the LHIN." But when asked by Bob Spooner "What will you be able to do in the next round of cuts?" Biron fobbed that of to the MPP - "That's Mr Rinaldi's problem"In a stunning admission he stated that the Board made the decision to cut Outpatient Rehab knowing that low and fixed income earners would not be able to access services in the community. And he also admitted that the Diabetes Clinic will not be able to serve all of its pressent clients - offered no solution as he felt cutting costs was more important than saving healthcare. "If we don't balance the budget the Board will be taken over and we will have supervision imposed on us." Mr Biron received enthusiastic applause from the six supporters, including Directors Lynda Kay and Dean Pepper, in the front row. The rest of the romm sat in stunned silence.
The next phase of the campaign to keep the services will be to elect friendly Directors at the AGM and some members have already targeted the Directors who should not be re-elected. John Hudson and Lynda Kay are two prominent Directors seeking re-election wearing bullseyes. With new people seeking nomination the procedural; battles will be most interesting. All prospective Directors have to be nominated by the present Board's nomination committee, only those people who meet the "qualifications" will be nominated. So it is entirely possible that only "Board friendly" will be nominated setting the stage for a very nasty AGM.

Just image Mr. Biron saying the Board knew they were preventing not low income, but aboriginal, or black citizens from receiving services at the hospital.
Think about it for a minute.
Then ask yourself why simple poor bashing is perfectly acceptable in this community.
Is this part of Northumberland's much vaunted poverty reduction strategy? After all, if they would just die, that would reduce poverty, wouldn't it?
My disgust has reached new levels on reading Mr. Biron's comments here and in Northumberland Today.

Mr Biron blamed the inability to balance the budget on union wages. Not his wages, nor the administrators wages, nor doctors wages but on the wages of the bulk of the staff that actually do most of the work in the hospital, cleaning staff, nurses, technicians. And to correct that misguided conception the hospital board decided to deny low-income access to Government paid health care. Seems about right. Let's make the ones who can't afford to pay, pay more.

Who sets the budget, [Mr Biron said its the Provincial Government?] Then why are they not making the decision about how to make the budget balance? And if they are is Mr Biron just the mouth piece? Why is Mr Rinaldi not making these announcements? Come on Lou, tell us you agree that the poorest of your constituents should be denied free health care.

Lou Rinaldi has to be the only person in Norhtumberland who did not know the petition was to be presented at Queen's Park last Monday.
The Province mandates a zero percent budget increase. The Province negotiates the unionized employee contracts. The Province gives a 3% wage increase. Wages and benefits are over 90% of the hospital operating budget. What can a local Board or CAO do? The screwed and left to face the music. Oh and lest we forget the deficit the former CAO left.
OK let's not get bent out of shape on this one. The budget is 60 MILLION and the cost of funding the soon to be closed clinics is $450 Thousand. A good accountant can find that in petty cash!! but the Board wants to screw the little guy

Why do they want to screw the little guy? Is there that much hatred in
the hearts and souls of those administering the hospital?
It's not that 'they' inadvertently screw the little guy by ignoring
him, but that they WANT to screw him. This goes to motivation. Do you
really believe this?
I could certainly buy the arguement that they may have been indifferent
to the little guy, but asserting that these budget cuts are motivated
by a malevolent desire (want) to screw the little guy seems a bit much.
